In 2021, the fixed-line internet subscriber base in the Maldives increased 5% and reached 98,000 users. The increase follows increasing digital awareness among the people in the country. Government policies have also contributed to internet penetration in the region.

The internet market in the Maldives is controlled by leading companies, including Dhiraagu and Ooredoo.

Bahrain ranked second among the countries with the least penetration of fixed-line internet, with a subscriber base of 166,000 as of 2021. The major internet companies include Batelco, Zain Bahrain.

Myanmar, which secured access to the internet in 2000, ranks third among the countries with the least internet penetration. However, internet access has always been subject to government regulations and scrutiny through software-based censorship, restricting citizens from having complete online freedom. Similar restrictions were enforced in 2021 during the political crisis in the region. The restrictions on the use of the internet led to a 19% decrease in the fixed-line subscriber base, reducing the number of users to 175,000 from 217,000 in 2021.

Qatar ranks fourth and accounts for 0.03% of the global fixed-line internet connections. However, in 2007, Qatar was the second-most connected country through the internet in the Arab region. In 2021, the fixed-line internet subscribers in Qatar increased by 6% with the total subscriber base reaching 314,000. The increase in internet consumption is mostly due to improved digital literacy among the masses. The major internet companies in Qatar include Ooredoo Qatar and Vodafone Qatar.
