Why did the power consumption in Germany decline in 2020?

Germany is an industrially and economically developed country and a member of the European Union (EU). It is the largest economy in Europe and the fourth largest in the world. The German economy has passed through numerous challenging periods and has recovered in each instance. The current government’s plan to phase out nuclear power is expected to accelerate the development of the renewable power industry, triggering job creation and further economic growth.

Power consumption declined at a low-single-digit CAGR between 2000 to 2020. From 2020 to 2030, it is expected to decrease at a negative low-single-digit CAGR, primarily due to the government’s energy efficiency policy. The energy policy is coordinated by the Federal Ministry of Economics and Technology (Bundesministerium für Wirtschaft und Technologie, BMWi). There was no independent energy sector regulator in the country prior to 2006. The Federal Network Agency has been regulating this sector since 2006. The agency is primarily responsible for ensuring non-discriminatory third-party access to electricity networks and regulating fees. It is also responsible for maintaining the transparency of the energy market and regulating and controlling tariffs and terms of supply for power distribution companies. German energy policies are designed to increase energy security, efficiency, and environmental sustainability.

From 2000 to 2020, electricity consumption declined. In 2020, the power consumption went down due to the national lockdowns imposed by the German government to curb the spread of COVID-19 pandemic. The power consumption registered a downward trend in 2008 and 2009, and from 2011 onwards. The dips in 2008 and 2009 were caused by the global recession. The manufacturing and mining sector is one of the largest consumers of electricity, and the slump in economic conditions, which caused a parallel slump in industrial production, led to the decline in electricity consumption. The eurozone crisis triggered a similar decline in electricity consumption in 2011. The government’s focus on increasing energy efficiency has contributed to the reduction in electricity consumption, which is expected to continue beyond 2020.

Power consumption is the net electricity consumed by the end users by excluding losses and own consumption and after adjusting exports and imports in a calendar year (fiscal year in some cases).
