More than 4,433 million gallons/annum of renewable fuel is expected to be produced across the globe from oil refineries that have either already started producing renewable fuel or those that are being converted/expected to be converted to renewable production facilities. The US is expected to lead the total renewable fuel production capacity. Sweden, Canada, Indonesia, France, Netherlands, and Spain follow the US. Refineries that have been/would be fully converted to renewable production facilities as well as refineries that will co-process renewable fuel have both been factored in to estimate the global renewable fuel production.

Biofuels have gained importance as they are environmentally friendly, and relatively a cost-effective option compared to fossil fuels. Renewable fuels/drop-in fuels are a class of biofuels, which are highly similar in properties to petroleum fuels and can be used directly without blending with conventional fossil fuels. Given the increasing importance of renewable fuels, several active/decommissioned crude oil refineries are either partially or completely being converted into renewable fuel facilities.

Conventional biofuels/ 1st generation biofuels are mainly derived from edible sources such as corn, sorghum, sugarcane, wheat, etc. 2nd generation biofuels are mainly derived from non-edible sources such as agricultural waste, animal fats, used cooking oils, etc. Carbon emissions are comparatively less when compared to 1st generation fuels. 3rd generation biofuels or algal fuels are produced from algae They are considered carbon neutral. 4th generation biofuel is produced from genetically modified nonedible crops or algae. They are considered carbon negative, as emissions are captured and stored. Advanced biofuel includes 2nd, 3rd, and 4th generation biofuels.

According to the renewable energy directive II (RED II), issued by the European Commission in 2018, fuel suppliers are to supply a minimum of 14% of renewable energy to rail and road transport by 2030. The US Environmental Protection Agency (EPA) has proposed the Renewable Fuel Standard (RFS) to support refiners and blenders of renewable diesel and biodiesel. The final rule of RFS (February 2020) required the US refiners to blend over 20 billion gallons of total renewable fuel with gasoline or diesel fuel by 2020. According to a 2018 2019 update by International Energy Agency, Japan introduced 10 million liters (crude oil equivalent) of second-generation biofuels.

Despite starting renewable production nearly, a decade ago, several crude oil refineries still lack proper focus on their renewable fuels production. This scenario might change in the near future as several companies have initiated the conversion of their decommissioned refineries to produce renewable fuels. Few refiners are building new plants in their existing refineries or expanding the existing ones to co-process renewable fuels.

Marathon has converted the decommissioned Dickinson refinery in the US into a renewable diesel facility in 2020. The facility has a production capacity of ~184 million gallons/year of renewable diesel. Pertamina plans to use Honeywell UOP technologies in the Plaju (Musi) and Cilacap refineries to produce advanced biofuels. ExxonMobil is planning to process vegetable oil to renewable diesel at the Strathcona refinery. Shell plans construct an 820,000 tonne per year biofuels facility at the Pernis refinery, in the Netherlands. The facility will be producing sustainable aviation fuel (SAF) and renewable diesel.
