Following six consecutive years of decline (during 2020-25), GlobalData expects the Finnish construction industry to recover in 2026, growing by 2.5% in real terms that year, supported by investments under the Recovery and Resilience Plan (RRP) and bilateral trade with India to strengthen the industrial and energy sectors. In June 2026, Finland submitted its fifth payment request under the RRP totaling EUR316 million ($366.1 million), which will be directed toward energy solutions, the development of low carbon transportation solutions, and further technological advancements. With a projected spending EUR20 billion ($21.8 billion), the National Transport System Plan for 2026–37 focuses on strengthening Finland’s transport network by improving roads and railways, supporting the economy and security, and ensuring efficient transport across the country.
