However, government measures to reduce the incidence of smoking through restrictions and tax rises are having a major impact on consumption levels. At 7 billion pieces in 2018 volumes are 6.3% down on those of 1990.

Scope

– Prices have been rising sharply as part of a conscious decision by the government to raise taxes and thereby discourage smoking. Increases in purchase tax and specific duty in 2010, two tax rises in 2012, and further annual rises in excise duty since have all contributed to the recent sharp increase in the price of cigarettes.

– Filter cigarettes dominate sales and account for 99% of the Israeli market. The majority of cigarettes sold are king size (90%), although 100mm and 120mm length lines are also present. As with many markets in the Middle East, there is a noticeable shift toward American blends, which are now estimated to account for 95% of sales.

– A 2.8% fall in sales is believed to have occurred during 2017, as evidenced by falling imports. Volumes fell back to seven billion pieces, with this being maintained into 2018. A fall to 6.8 billion pieces was estimated in 2019, although only 6.2 billion pieces is forecast for 2020 as lockdown restrictions hit consumers’ ability to purchase cigarettes.
