Mauritania’s total gross crude oil and condensate production capacity in 2017 was valued at 3.1 thousand barrels per day (kbd) and is projected to grow at a CAGR of more than 40% during the forecast period 2023-2025. The country’s energy industry is dominated by deepwater crude oil and condensate production from Chinguetti. Mauritania previously had just one active oil field Chinguetti which lies in deep water Block PSC B in the MSGBC (Mauritania, Senegal, Gambia, Guinea-Bissau, and Guinea-Conakry) basin.
Mauritania has recently seen a flurry of exploration activity in the last decade with the discoveries of Tortue (2016), and BirAllah (2019). Just one of these fields (Tortue) has received FID and is due to come online in 2023. Tortue was delayed in 2020 as a force majeure was called on works as a result of COVID-19 however the participants remain confident of the first gas in 2023. Both of these discoveries were in ultra-deepwater and both contain vast gas resources with Tortue containing an estimated 15 tcf and BirAllah an additional 13 tcf of gas initially in place. The BirAllah field development will likely hinge upon the success of Tortue and future market conditions.

What are the market dynamics in Mauritania’s exploration & production sector?
The outlook for Mauritania is looking bright as after a number of years with no production, the Tortue/ Ahmeyim development has received FID and construction is well underway with the first gas set for the second half of 2023. The largest development in the country, Tortue/Ahmeyim is a large gas condensate field shared with neighboring Senegal which received FID in 2018. The operator, BP called force majeure on the delivery of the FLNG vessel in 2020 as a result of COVID-19 impacts and the first gas will be pushed back to late 2023 rather than H1 2023 as originally planned, just a few months delay. The development of Tortue/Ahmeyim consists of 4 production wells tied to an FPSO, and an FLNG vessel with 2.5 MTPA capacity for export protected by a breakwater. Production from the field is shared evenly with Senegal. The revenue from the field is expected to be used to add to the development for phase 2 and will have similar production to phase 1. Phase 2 is currently without FID and is in FEED but the first gas is forecast for 2026. The BirAllah development is yet to receive FID however was the largest deepwater discovery of 2019 with sufficient resources to support a solitary LNG project. However, a full development concept has yet to be announced.
Mauritania currently has 8 licensed blocks, with no upcoming bid or licensing rounds. The national oil company (Societe Mauritanienne des Hydrocarbures) holds a stake in all blocks. In 2019 two major wells were drilled, Orca-1 and Richat-1. The Richat-1 well drilled by TotalEnergies resulted in a dry hole after big expectations however, the Orca-1 well made the discovery of the giant BirAllah field. The country does not have an upcoming licensing or bid round and so there are currently no planned exploration wells.
2019 saw mild activity in M&A activity in Mauritania as Cairn Energy acquired a stake in Block C7 from TotalEnergies, and Kosmos Energy withdrew their intention to farm down from the Tortue/ Ahmeyim development instead choosing to maintain their share as the project appears to be valuable and the company aims to maintain its position in the country. 2020 was a depressing year for activity in the oil and gas industry including mergers and acquisitions, and as yet there has been no M&A activity in 2021.
