Thermal power generation share in Netherlands is expected to decline. The decline in thermal power generation is attributed to the Dutch government’s plan of phasing out coal power plants by 2030. In 2019, the Dutch law makers passed a bill banning the use of coal in power generation by 2030. The phase out process is planned to be executed in two steps, with two low-efficiency plants to be closed by 2025, and three newer plants to be closed by 2030.

The phase out of coal power plants and no capacity growth of oil-fired plants by 2030 means that the country will have to significantly depend on gas-fired power plants for thermal power generation. However, due to the ongoing Ukraine war, the Dutch government have lifted cap on coal-based power generation to restrict its dependence on Russian natural gas imports. Removal of restriction on coal-based power generation could led the Netherlands to save billions of cubic meters of gas use yearly.
