February 2016 saw a number of policy changes in the global renewable power market. In the Americas, Peru’s renewable energy auction was awarded, with a total of 13 renewable energy projects. In the US, the Bureau of Ocean Energy Management (BOEM) unveiled a final Site Assessment Plan (SAP), and the New Hampshire Senate gave its consent to a net metering cap increase. The New Jersey legislature agreed to a bill that will aid the Fishermen’s Atlantic City offshore wind farm project. Senator Tom Udall launched an amendment that provides an opportunity for all Americans to invest in clean energy infrastructure. In Maine, a major advancement for solar power was witnessed with the introduction of a comprehensive bill (LD 1649). Finally, the Washington State House Republicans passed legislation to boost solar energy. In Asia-Pacific, the government of Nepal gave its consent to an action plan to end electricity outages within a year. In India, the Ministry of New and Renewable Energy (MNRE) reassessed the benchmark cost of Concentrated Solar Thermal (CST) technologies, and will obtain a budget allocation of INR50.36 billion ($730m) in 2016-2017, up from INR 2.62 billion ($40m) in the previous year. The country is also planning to develop an action plan for attaining Renewable Purchase Obligation (RPO) targets by 2022. In Europe, Middle East and Africa, the Solar Trade Association (STA) of Scotland announced its ‘Key Asks’ document, comprising 20 ideas to promote solar transformation in the country. France introduced tenders for biopower installations, and the South African cabinet gave its consent to the gazetting of Renewable Energy Development Zones (REDZ) and power corridors.
