The construction industry in Romania is expected to expand in real terms by 5.5% in 2026, supported by an increase in investments in civil engineering works and residential construction projects. According to the National Institute of Statistics (NIS), the average construction work index grew by 11.7% year on year (YoY) in the first four months of 2026, preceded by an annual growth of 8% in 2025. By segments, the average civil engineering work index grew by 14.4% YoY, while the average building construction work index grew by 8.8% YoY during the same period. to reach RON40 billion ($8.7 billion), with the net inflows of FDI rising by 59% YoY during the same period, to reach RON34.7 billion ($7.6 billion). Also, in March 2026, Romania’s Parliament approved a national budget of RON864.3 billion ($188.5 billion), marking a 6.9% increase from the 2025 budget. The 2026 budget aligns with Romania’s Medium-Term Structural Fiscal-Budgetary Plan which aims at minimizing government operating costs coupled with the reinforcement of fiscal-budgetary discipline. However, rising construction costs and labor shortages may result in project delays or cancellations.
Over the remainder of the forecast period, the industry is expected to record an average annual growth rate of 2.3% from 2027 to 2030, supported by investments in data center, road, rail and industrial projects. In mid-June 2026, the US-based technology firm, DriverAI announced its plan to build an 80MW data center in Luna in four phases with each phase valued at RON4.6 billion ($1 billion). Works are scheduled to commence in 2027 and end in 2031. Investments in the oil and gas sector will also support the construction industry’s growth over the forecast period. Works on the RON21.5 billion ($4.7 billion) Neptun Deep gas project commenced in mid-May 2026, following the commencement of drilling works in March 2025. It includes construction of the ten production wells with six in the Domino field and four in the Pelican South field. Works are scheduled for completion in 2027. Furthermore, through the Energy Strategy of Romania (2025-35), the government plans to phase out coal from the energy mix by 2032 and achieve a 61% share of renewable energy in the gross final consumption of energy by 2035, up from 41% in 2020. To achieve this, the government aims to reach 40GW of installed energy capacity by 2035, with 80% sourced from renewables, including 19.5GW from wind and solar
