Thermal power capacity to decline sharply as Romania plans to phase out coal power plants by 2032

Installed thermal power capacity declined from 15.6 GW in 2000 to 7.4 GW in 2020, at a negative CAGR of more than 3%. Within thermal sources, coal was the dominant technology, contributing more than 55% of thermal capacity in 2020. The cumulative thermal power capacity is expected to decline at a negative CAGR of more than 4% from 2020 to 2030. The decline in cumulative thermal power capacity by 2030 is attributed to the coal power phase out announced by the Romanian government in 2021. The government is expected to establish a coal commission and phase out coal power plants by 2032. Several oil-fired plants are also expected to be decommissioned by the government during the 2021 to 2030 period. With phase out of coal power and decommissioning of oil-fired plants, the country will have to significantly depend on gas-fired plants for thermal power generation.

The Ministry of Energy is the supreme authority responsible for drafting the national energy policy and strategy, and the implementation of the government policy in the Romanian energy sector. To compensate for this, Romania has been trying to diversify into the exploration and production of shale gas, of which it is estimated to have significant reserves. Environmentalists are resisting the government’s attempts however, as they fear that shale gas exploration could lead to poisoning of underground water, along with small-scale earthquakes caused by tectonic shifts.

Romania was significantly affected due to the COVID-19 pandemic in 2020. To curb the spread of COVID-19, the Romanian Government imposed strict national lockdowns in the country. Majority of the sectors in the country were affected due to these lockdowns; however, tourism and hospitality sector was the most badly affected.

With respect to power sector, the electricity consumption in the country declined by more than 1% in 2020 as compared to 2019. Electricity demand from industrial and commercial sectors declined significantly due to national lockdowns. Major electrical utilities operating in the country reported steep fall in revenues due to reduced electricity demand. Utilities also resorted to massive layoffs to reduce their financial burden.
