AEPL/Enerpal – Alcazar Energy Egypt Solar 1 Photovoltaic Plant 50 MW – Aswan Governorate
Alcazar Energy Partners Ltd (AEPL) and Grupo Enerpal (Enerpal) are planning to build a solar power plant in Aswan Governorate, Egypt.The project involves the construction of a 50MW solar power plant on 98ha of land. It includes the construction of a substation and related facilities, the installation of 201,600 panels, inverters and transformers, and the laying of transmission lines.EcoConServ has been appointed as environment consultant.The project will be linked to substation 2 on the eastern side of the Benban PV solar park, nearest of the four Egyptian Electricity Transmission Company (EETC) high voltage substations, via an underground 22kV transmission line installed by EETC.The substation 2 will be connected via a high voltage line to the existing 220kV high voltage overhead line located 12km east of the Benban PV site. In March 2016, International Finance Corporation (IFC) reviewed the draft Environmental & Social Impact Assessment (ESIA).On May 4, 2016, IFC prepared the environmental and social review summary (ESRS) of the project.In June 2016, AEPL and Enerpal signed a 25-year power purchase agreement (PPA) with the EETC.IFC will provide a loan of US$20 million and syndications of US$70 to 78 million, with the remaining funds covered by equity.In October 2017, the main contract for construction was awarded. The engineering, procurement and construction (EPC) and operations and maintenance (O&M) contract will be executed by a joint venture (Enviromena JV) between TSK, Enviromena, and Alcazar Energy.Asian Infrastructure Investment Bank will fund US$18 million for the project implementation.As of September 2018, construction works are ongoing and time frame for completion is unknown at this juncture.
