The RES America Developments (RES) plans to construct a wind park in Chautauqua County, New York, the US.The project involves the construction of 100MW wind farm. It includes the construction of an interconnection substation, a powerhouse, access roads and operation and maintenance building, installation of 29 Vestas wind turbines, generator box in each turbine, inverters, transformers and laying of the underground transmission line.Ecology and Environment Inc. and Fisher Associates have been appointed as Environmental Consultant and Vestas Wind Systems A/S as wind turbine supplier and Ollson Environmental Health Management as the lead consultant.The project will be constructed and operated by a special purpose vehicle company, Ball Hill Wind Energy, LLC (Ball Hill) owned by RES.In March 2013, DUK initiated the process of preparing Environmental Impact Statement (EIS).In November 2015, the project was selected by the New York Administration as part of five clean energy projects for providing a grant.On February 12, 2016, Operating Committee (OC) approved the reliability impact study.On May 2, 2016, RES submitted the application to OC for approvals.In September 2016, the project plans were revised. Under the latest proposal, RES intends to utilize 29 Vestas V126-3.45MW turbines, out of which 23 turbines will be placed in Villenova and 6 in Hanover. Earlier proposals looked at the Vestas V110-2.2 megawatt and a 2.3MW General Electric turbine.In December 2016, the Chautauqua County Industrial Development Agency Board approved an environmental quality review statement and a final resolution to authorize a payment in lieu of tax (PILOT) agreement for the new proposals on the project.In December 2016, the project received Special Use Permits (SUP) from the Town of Villenova.Ollson Environmental Health Management (OEHM) has been appointed as a consultant to review the proposed wind turbine model change for the project.On June 13, 2018, RES submitted an application to modify the SUP granted by the Town of Villenova. The primary modification for the Project will be to change wind turbine type from the Vestas V126 3.45MW on 87m towers to the newer turbine technology of the V136 3.45MW on 105m towers with a height change from 150.8m to 173.1m.On July 25, 2018, the Chautauqua County Planning Board rejected the Ball Hill's proposal for modifications in the turbines heights.On August 8, 2018, the Villenova Town Board issued approvals for the amendments proposed for the project. However, the project needs to be approved by the town board of Hanover.RES is awaiting the approvals from the Hanover Town Board.
