GlobalData downgraded its forecast for France in its Q3 2026 update, compared to a marginal real terms growth of 0.9% for 2026 forecasted in Q2 2026, to register a real terms marginal decline of 0.9% in 2026. This downward revision is attributed to lower consumer confidence stemming from falling non-residential building permits, rising inflation rates along with higher construction material costs amid higher energy prices and rising construction bankruptcy in the country. According to the Institut national de la statistique et des études économiques (INSEE), the average consumer confidence index declined by 4.3% year-on-year (YoY) in the first seven months of 2026, preceded by an annual growth of 1.6% in 2025.

Over the remainder of the forecast period, the construction industry is expected to recover and register an annual average growth of 2.8% between 2027 and 2030, supported by investments in the transport infrastructure and data center projects along with energy projects. According to France’s updated Multiannual Energy Programming (PPE3), unveiled by the government in February 2026, the country aims to develop 55–80GW of solar capacity and 15GW of offshore wind power by 2035, alongside the construction of 14 new nuclear reactors to provide 25GW of additional capacity by 2050. In July 2026, the government also launched the National Electrification Pact, which seeks to increase domestic electricity usage to 60% of the country's total energy mix by 2030 through an investment of EUR10 billion ($11.6 billion). Additionally, in July 2026, the European Commission (EC) approved aid of EUR63 billion ($73 billion) over 25 years to support the construction of eleven offshore wind farms in the North Sea, the Atlantic and the Mediterranean, with a combined capacity of 11.1GW.
