The construction industry in Ghana is expected to grow by 3.5% in real terms in 2026, supported by an increase in public investment in transport, education and energy infrastructure, alongside increased private sector participation in industrial and commercial developments. In July 2026, Ghana’s Parliament approved a GHS4.1 billion ($300 million) World Bank (IDA) financing facility for the Secondary Education Transformation for Access, Relevance and Results for Jobs (STARR-J) Project. Of the total financing, GHS3.5 billion ($255.7 million) or 86% will be allocated to school infrastructure development, including the construction of 10 new senior high schools in underserved districts, rehabilitation of 150 existing schools, the upgrading of 30 Category C schools to Category B schools to Category B and 20 Category B schools to Category A. The programme will also fund the completion of abandoned E-Block school projects, expansion of existing school facilities, and provision of essential educational infrastructure to address classroom shortages and improve learning capacity across the country.
Over the remainder of the forecast period, Ghana's construction industry is expected to register an average annual growth of 5.1% from 2027 to 2030, supported by the implementation of government infrastructure programmes, public and private sector investments in the energy sector, and ongoing residential and commercial developments. Long-term initiatives such as the Big Push Infrastructure Programme, the Petroleum Hub Development project, upstream oil and gas investments, and large-scale mixed-use developments are expected to support construction activity over the forecast period. Ghana is continuing to expand its oil and gas infrastructure through a series of large-scale investment projects. In July 2026, the Petroleum Hub Development Corporation (PHDC), a Ghanaian state-owned enterprise, announced that construction of Phase 1 of its GHS821.1 billion ($60 billion) integrated petroleum hub in Jomoro is expected to commence by the end of 2026, supporting Ghana’s long-term downstream oil and gas infrastructure development.
