Despite 3 years of conversative fiscal policy, GlobalData now expects growth in the Argentinian construction to slow from 6.3% YoY in 2025 to 3.6% in 2026 (in real terms), amid a sharp rise in construction costs coupled with an anticipated slowdown in infrastructure works due to capped public funding. The 2026 Budget maintains a strict zero-deficit policy, keeping most public works handicapped to achieve fiscal targets. In May 2026, the current expenditure and capital expenditure were cut by ARS4.5 billion ($1.34 billion) and ARS1.2 billion ($351 million) respectively from the original budget for 2026. This led to deep cuts across 211 programs. The industry’s growth in 2026 is, however, expected to be supported by private investments in transport infrastructure and energy projects, coupled with an increase in total area authorized for building permits.
Furthermore, GlobalData expects the Argentine construction industry to record an annual average growth rate of 4.5% between 2027 and 2030, supported by investments in transport infrastructure, mining, and oil and gas projects. Notably, securing external financing will help the government to maintain a fiscal surplus without imposing deeper austerity measures, creating a more predictable environment for private investments under the Argentina's Large Investment Incentive Regime (RIGI) Program; the incentive program, that was launched in July 2024, aims to receive application for large-scale investments in the country until July 8 2027 but the approved projects will receive regulatory stability up to 30 years. In July 2026, the national government has approved the expansions of Sal de Oro, Rincón, Fénix, Cauchari-Olaroz and Tres Quebradas (3Q) projects under the RIGI program. This brings total number of approved projects to 21, and involves a total investment of ARS157 trillion ($46.7 billion). As of late July 2026, 41 additional projects were still under evaluation with the Committee of RIGI, involving a total valuation of over ARS470.8 trillion ($140 billion).
