Following average annual growth of 13.1% during 2022–2024, the construction industry in Azerbaijan slowed, recording marginal growth of 0.4% in 2025. GlobalData now expects the construction industry in Azerbaijan to decline by 11.4% in real terms in 2026, owing to declining investment in the construction sector—particularly in housing—amid supply chain issues and falling oil revenue due to lower production from aging oil and gas fields. Investment in fixed capital in Azerbaijan totaled AZN6.1 billion ($3.6 billion) in January–June 2026, marking a 5.5% year-on-year (YoY) decline in real terms compared to the same period of 2025, according to the State Statistical Committee of the Republic of Azerbaijan. This was due to a decline in investment in the non-oil sector (-14.7% YoY) during the first five months of 2026.
Over the remainder of the forecast period, the construction industry is expected to recover and register an average annual growth rate of 3.3% between 2027 and 2030, supported by investment in transport and renewable energy infrastructure projects, urban development, and the government’s plan to increase the share of renewable energy in the total energy mix. In November 2025, the OPEC Fund for International Development (the OPEC Fund) announced that it will provide up to AZN1.7 billion ($1 billion) in development financing over the next three years for water and sanitation, transport connectivity, and sustainable urban development.
