The Cambodian construction industry is expected to record an annual growth rate of 6.6% in real terms in 2026, supported by a rise in the approval of new construction projects and an increase in credit to the construction industry. The Ministry of Economy and Finance (MEF) announced in November 2025 that it is planning to borrow KHR12.1 billion ($3 billion) from development partners in 2026 to finance key public investment projects aimed at supporting large-scale infrastructure developments, strengthening public services, and continuing efforts to sustain economic expansion, in line with Cambodia’s development priorities. Growth in 2026 will also be supported by investments announced in the latest 2026 budget. In October 2025, the Cambodian government announced the 2026 state budget worth KHR41.1 trillion ($10 billion), marking a 7.8% increase from the 2025 state budget. The new budget prioritizes defence, national security, education, health care, digitalization, and infrastructure sectors, aiming to sustain GDP growth of 5.2% in 2025 and 5% in 2026. The budget emphasizes institutional modernization, governance reform, and regional competitiveness, linking economic development with national security and stability. For foreign investors, the 2026 budget plan opens opportunities in infrastructure, logistics, and digital sectors. The new draft budget for 2026 was approved in December 2025, ensuring fiscal accountability and timely implementation from January 2026.
Cambodia’s construction industry is expected to register an annual average growth of 8.2% between 2027 and 2030, supported by investments in the transport, renewable energy, industrial, and water infrastructure projects. The Cambodian government revealed in January 2026 that it approved 630 investment projects worth nearly KHR40.2 trillion ($10 billion) in 2025; an increase of 216 projects and about KHR12.1 trillion ($3 billion) compared with 2024, according to the Council for the Development of Cambodia (CDC). Notably, these investments are spread across 21 provinces, including many remote areas. The projects are expected to generate around 438,000 jobs, supporting regional economic development.
