The Colombian Congress approved the national budget for 2026 totaling COP546.9 trillion ($124.2 billion), reflecting a 7% increase compared to COP511 trillion ($116 billion) allocated under the 2025 Budget. Moreover, in June 2026, the government announced a recovery and reconstruction program named “Plan de Recuperación Temprana” in Córdoba following flooding caused by a cold front, with the National Unit for Disaster Risk Management (UNGRD) working with municipal authorities to identify priority investments in road infrastructure, housing, sanitation, disaster-risk management and productive recovery. Under the program, authorities are preparing integrated actions to rebuild and improve damaged homes, upgrade basic sanitation systems, strengthen flood-risk protection and restore transport infrastructure and agricultural livelihoods.
Over the remaining part of the forecast period, the construction industry is expected to record an annual average growth rate of 4.4% between 2027 and 2030, supported by investments in transport and energy projects, coupled with government’s plan to reduce greenhouse gas emissions by 2030 and reach carbon neutrality by 2050. The government also plans to invest COP181.1 trillion ($41.1 billion) in 20 energy infrastructure projects by 2035. In terms of transport infrastructure development, in July 2026, the government revealed that it is advancing a major railway infrastructure pipeline that could leave more than 1,500km of rail corridors under development, with 12 projects covering the recovery, modernization, construction and expansion of the country’s railway network.
