To further drive competition in Israel’s banking space, in November 2025, the Draft Law for Promoting Competition in the Banking Market (Legislative Amendments), 2025 was introduced by Israel’s Ministry of Finance in cooperation with the Central Bank. It aims to grant bank licenses to new players, defines new types of banks: small bank (asset value up to 5% of total bank assets in Israel) and micro bank (asset value up to 2.5%), provides regulatory relief for smaller entrants, and expands permitted banking activities.
The emergence of digital-only banks and fintechs in Israel is expected to increase competition in the banking and payment card market. In June 2025, the UK-based fintech Revolut and the Israel-based payments company Rapyd entered into discussions with the Bank of Israel seeking ‘lean bank’ licenses. If granted, these licenses would allow them to accept customer deposits and issue credit; bringing them significantly closer to operating as full-service banks in Israel.
