Morocco Military Doctrines and Defense Strategies

Known as the ‘Royal Armed Forces’, the Moroccan military comprises the army, air force, navy, royal guard, gendarmerie, and auxiliary forces. The Gendarmerie is under the joint authority of the National Defense Administration, the Ministry of Interior, and the Minister of Justice. The Gendarmerie fields the ‘Groupe d’Intervention’, which is a special forces unit highly trained for counterterrorism operations. Used as general support units for all Moroccan uniformed services, the auxiliary forces can often be armed or unarmed and have historically taken up roles such as border patrolling and crisis response. They were, however, heavily involved in the Western Sahara war.

By far the most dominant driver of Moroccan foreign relations and strategy is the rivalry with Algeria. Morocco’s military is equipped first and foremost for the possibility of having to fight a conventional war with the Algerian military, and its secondary security considerations over extremist militant threats are regarded as covered by an extensive infantry force who all receive counter-insurgency training.  In times of major conflict, mass mobilization and the integration of auxiliary forces can be expected, as demonstrated by the tensions in the Sahrawi Arab Democratic Republic (SADR) border region in November 2020.
