GlobalData estimates that the Dutch construction industry will grow in real terms by 1.1% in 2026, supported by an increase in building permits and investments in energy, road, and rail transport projects. According to Statistics Netherlands (CBS), the total number of building permits issued in the country rose by 14.9% year-on-year (YoY) in February 2026, following YoY growth of 8.8% in January 2026 and 16.9% in December 2025. The construction industry’s value-add grew by 0.3% in Q1 2026, preceded by growth of 1.8% YoY in Q4 2025 and 0.3% in Q3 2025, according to CBS. In another boost to the sector, the Dutch government presented its 2026 budget in September 2025, which included a series of austerity measures amid rising national debt levels. The budget allocated EUR1 billion ($1.1 billion) for the construction of offshore wind farms in the North Sea and another EUR500 million ($544.8 million) to the technology sector.
The government also aims to boost offshore wind power capacity from approximately 5GW in 2024 to 70GW by 2050. Additionally, in February 2026, a plan was announced to construct 40GW of offshore wind farms by 2040.Further strengthening the industry outlook, the Dutch Ministry of Housing has unveiled plans to build 70,000 homes per year, totaling approximately 1.2 million homes between 2025 and 2039, with about 70,000 of these classified as affordable housing.
