The Portuguese construction industry’s growth is expected to slow in real terms from 3.2% in 2025 to 2.3% in 2026 due to project delays primarily caused by an acute construction labor shortage stemming from strict immigration curbs, high material costs, falling building permits issued, and severe public procurement bottlenecks. According to AICCOPN (Association of Construction and Public Works Companies) and Bank of Portugal (Banco de Portugal), strict immigration rules enacted in mid-2024 by the government of Portugal, which banned tourists from seeking work internally, halved net migration and triggered an acute deficit of 80,000 to 120,000 workers, crippling the construction industry where foreigners comprise up to 90% of the workforce. This labor crisis is compounded by a Year-on-Year (YoY) 35% contraction in public works tenders and a 49% plunge in infrastructure capital to EUR861 million ($997.4 million), alongside 31-week municipal licensing delays in early 2026.
Over the remainder of the forecast period, the construction industry’s output is expected to register an annual average growth of 1.4% between 2027 and 2030, supported by government investments in transport and energy infrastructure projects, coupled with the European Union's 2028-2034 Multiannual Financial Framework (MFF), which is the EU's seven-year long-term budgetary plan that determines its funding priorities and spending caps. While Portugal’s current growth is backed by a EUR23 billion ($26.6 billion) EU plan through 2027, the 2028–2034 MFF cuts guaranteed building subsidies, forcing Portuguese entities to compete with wealthier nations for a new EUR200 billion ($231.7 billion) to EUR400 billion ($463.4 billion) European Competitiveness Fund. However, this new framework will help Portugal by shifting funding priorities toward high-tech innovation, providing critical capital to fuel its 2.6GW data center and AI hub ambitions. Additionally, under MFF, it introduces a streamlined National Partnership Plan that cuts bureaucratic red tape and secures a stable, performance-based financing bridge for massive infrastructure works like the Porto-Lisbon high-speed rail. To maintain the growth trajectory, the government is also leaning heavily on its National Energy and Climate Plan. This plan aims to slash greenhouse gases by 55% by 2030 compared to 2005 levels, achieve full carbon neutrality by 2045, and aggressively expand green energy to supply 51% of the country's power; partly by boosting solar capacity to 20.8GW by 2030.
