Following a real terms growth of 12.8% in 2025, Qatar’s construction industry is expected to slow down and register a real term growth of only 2.5% in 2026. This slowdown is attributed to ongoing unrest in the Gulf region, which has yet to fully subside following the attacks carried out by the US and Israel on Iran in late February 2026. These attacks led to the closure of the Strait of Hormuz and halted Qatar’s liquefied natural gas (LNG) output, significantly disrupting the energy and utilities sector, particularly LNG production. In March 2026, government owned energy company, QatarEnergy ceased production of LNG and associated products due to Iran drone attacks on QatarEnergy’s operating facilities in Ras Laffan Industrial City and Mesaieed Industrial City. This remains in effect as of mid-September 2026, disrupting about 17% of Qatar’s LNG export capacity, equivalent to 12.8 million tons annually. Qatar’s Minister of state for Energy Affairs also reported in March 2026 that North field expansion project is expected to be delayed by one year due to these attacks. Lower LNG production has reduced government revenue, as LNG accounts for more than two third of state revenues, forcing Qatar to import LNG to continue supplying of LNG to its partners with whom they had LNG supply deals. This has also prompted efforts to diversify its LNG portfolio abroad, as its damaged facility is expected to take at least three to five years to fully repair. These factors are expected to slow or defer construction of domestic LNG projects, as Qatar looks to invest abroad, further weighing on sector growth. Despite these challenges, Qatar’s 2026 general budget is expected to provide support to the construction industry. The budget outlines total expenditure of QAR220.8 billion ($60.7 billion), representing a 5% increase compared to the 2025 Budget.
Over the remainder of the forecast period, Qatar’s construction industry is projected to record an annual average growth of 4.9% from 2027 to 2030, supported by investments in manufacturing, transport infrastructure, and renewable energy projects. The country targets to increase the share of renewable energy in the total energy mix to 18% by 2030 from approximately 5% in 2024, primarily through the development of 4GW of solar capacity and 200MW of distributed solar generation by 2030. In support of this objective, in August 2026, Qatar General Electricity & Water Corporation Kahramaa received bids for a project comprising the construction of substations and transmission lines valued at QAR2.4 billion ($650 million) in Qatar. Earlier, in June 2026, Kahramaa announced the construction of a transmission project in the western region valued at QAR2.2 billion ($604.4 million). In addition, under Qatar’s Public Works Authority, Ashghal five-year plan, an investment of QAR81 billion ($22.2 billion) will be deployed across 2025 to 2029 for urban infrastructure. This is expected to support project delivery across healthcare, education, sewage, rainwater drainage systems, tunnels, sports, and cultural facilities. The plan is aligned with Qatar’s National Vision 2030.
