The telecom and pay-TV services revenue of Vietnam is forecast to increase at a compound annual growth rate (CAGR) of 2.5% during 2025-30, supported by growth in the mobile data and fixed broadband segments, according to GlobalData, a leading intelligence and productivity platform.
GlobalData’s Vietnam Telecom Operators Country Intelligence Report reveals that the country’s mobile voice service revenue will decline during the forecast period, due to the free bundling of voice minutes by mobile network operators (MNOs) into their mobile plans, rising user preference for OTT/internet communication services, and the subsequent decline in voice average revenue per user (ARPU).
Mobile data service revenue, on the other hand, will continue to increase at a healthy CAGR of 8.2% over the forecast period, driven by rising mobile internet subscriptions, especially the increasing adoption of 4G services, the projected rise in 5G subscriptions, and the subsequent increase in mobile data ARPU. The expansion of digital and video streaming services will encourage subscribers to opt for premium data plans, which will drive revenue growth.
Neha Mishra, Telecom Analyst at GlobalData, comments: “4G services led the market in terms of mobile subscriptions in Vietnam in 2025, supported by widespread availability of 4G services on the back of continued LTE network expansions by MNOs. A key development in this transition is Vietnam’s planned 2G/3G shutdown by 2028, which will allow the 900 MHz/1800 MHz spectrum to be repurposed for enhanced 4G and 5G services.
“5G service adoption is also expected to grow over the forecast period, supported by planned 5G network rollouts by telcos and the government’s plan to expand 5G network coverage to 99% of the population by 2030.”
In the fixed communication services segment, fixed voice service revenue will increase marginally over the forecast period, supported by continued subscription gains in the VoIP segment. Fixed broadband service revenue will also grow at a CAGR of 2.3% over 2025-30 period, driven by projected growth in FTTH subscriptions on the back of efforts by the government to expand fixed broadband networks in the country.
Mishra adds: “The growing adoption of fiber broadband services in Vietnam can be attributed to continued government and operator investments in expanding fiber network coverage nationwide. Vietnam is accelerating fiber deployment to achieve 100% household coverage and nationwide 1 Gbps capability by 2030, aligned with its broader broadband rollout, additional submarine cable capacity, and national digital transformation initiatives.”
In the mobile services segment, Viettel will remain the market leader by subscription share through the forecast period, given its high-speed LTE network coverage throughout the country and its focus on 4G network expansion and the development of its 5G network. The telco plans to continue with its 4G/5G infrastructure investments and extend its mobile network coverage to 100% of the population. VNPT’s leadership in the fixed broadband segment is supported by its extensive fiber-optic network and FTTH rollouts to reach both urban and remote areas.
Mishra concludes: “Vietnam’s telecom market is entering a new phase of growth, supported by the nationwide expansion of fiber and 5G infrastructure under the country’s digital transformation agenda. As legacy 3G networks are phased out, operators will focus on migrating users to 4G and 5G services. At the same time, rising demand for digital services and video streaming will encourage greater adoption of higher-value data offerings, enabling operators to strengthen service revenues while supporting Vietnam’s long-term digital economy ambitions.”
