After registering an average annual growth of 10.3% during 2023-2025, the Belarussian construction industry is experiencing a slowdown, with data from the National Statistical Committee of the Republic of Belarus (Belstat), reflecting construction contract activity declined in real terms by 0.4% year-on-year (YoY) in January-May. Meanwhile, the construction value-add declined by 6.5% YoY in Q1 2026, following YoY growth of 1.7% in Q4 and 10.7% in Q3 2025. GlobalData is projecting a growth rate of 0.7% in 2026, with the residential construction activity expected to decline in 2026 and 2027. According to Belstat, new apartment construction declined in real terms by 26.1% in January-May 2026. Furthermore, the total floor space of housing commissioned declined by 19.5% YoY at the end of May 2026. Previously, the total floor space of commissioned housing had grown by 8.7% in 2025.
Over the remainder of the forecast period, the construction industry is expected to record an annual average growth of 2.3% between 2027 and 2030, driven by continued spending on transport, and industrial developments, as well as government initiatives designed to simplify and accelerate construction procedures. In May 2026, the Gomel Region outlined its plans under Belarus’ 2026–2030 “Roads of Belarus” State Program, highlighting significant investment in road and bridge infrastructure that will support the construction activities. Under the new program, the annual road repair target will increase to 800km by 2030, with continued reconstruction of bridges, the paving of gravel roads with asphalt, and the construction of new concrete roads.
