GlobalData expects Belarus’ construction industry to expand in real terms by 3.9% in 2026, supported by higher Foreign Direct Investment (FDI), government initiatives to reinforce partnerships with multiple countries to lift external demand, and continued spending on infrastructure. Data from the National Statistical Committee of the Republic of Belarus (Belstat) show construction value-added rising by 10.7% year-on-year (YoY) in Q3 2025, following YoY gains of 7.5% in Q2 and 15.6% in Q1 2025. Fixed domestic capital investment also increased by 25% YoY in the first eleven months of 2025. Moreover, foreign investment in the country grew by 3% YoY in Q3 2025, increasing from BYD18.5 billion ($5.4 billion) in Q3 2024 to BYD19.1 billion ($5.5 billion).
Over the remainder of the forecast period, the construction industry is expected to record an annual average growth of 2.6% between 2027 and 2030, underpinned by continued spending on commercial, transport, and industrial developments; as well as government initiatives designed to simplify and accelerate construction procedures. In early January 2026, to help construction firms, the government issued a decree extending the rules on opening special accounts for construction companies through December 31st, 2027. Under this mechanism, construction-sector businesses facing financial difficulties can open special accounts to hold earmarked funds and ongoing advance payments transferred by clients for works carried out as general contractors or subcontractors; to finance material purchases, and to cover other approved needs, with the objective of keeping operations running without disruption.
