Electronic payments are rapidly gaining ground in Hong Kong thanks to government initiatives, such as the central bank digital currency (CBDC) since 2017. The Electronic Hong Kong dollar (e-HKD) Pilot Program commenced in November 2022, examining the potential for a CBDC in the retail sector. The e-HKD Pilot Program Phase One Report was published in October 2023. In September 2024, Mastercard teamed up with EleBank (formerly known as Airstar Bank) and Thailand’s KASIKORNBANK for Phase Two of HKMA’s e-HKD pilot to explore supply chain finance using e-HKD and tokenized deposits. By October 2025, the pilot concluded successfully, demonstrating improvements in transparency, efficiency, liquidity, and the automation of supplier payments.
In June 2025, Octopus partnered with BigBoss Taxi to launch the Easy Ride platform, allowing users to book and pay for taxi rides on a single platform. The platforms offers passengers various vehicle options, such as eco-friendly taxis, luxury cars, and wheelchair-accessible vehicles, with payment able to be made using Octopus cards, Mobile Octopus or Octopus Wallet. On a similar note, in May 2026, JCB International partnered with Wonder Ventures to enable JCB card acceptance on Hong Kong’s Wonder Taxi platform. The initiative supports the city’s transition toward cashless transportation payments and expands electronic payment options for taxi passengers.
Hong Kong’s payment infrastructure is developing; driven by government initiatives to boost card acceptance. The government introduced General Communique No. 557 under the Tax Procedure Law which required retailers to install New Generation Payment Recording Devices by July 1, 2024 and to accept debit and credit card payments, with penalties imposed for non-compliance. Additionally, in September 2025, the CBRT introduced a regulation that lowered the maximum POS commission rate for debit card transactions from 3.56% to 1.04%, effective from November 1, 2025. This change is expected to reduce business costs and ease the financial burden of debit card acceptance
