Ireland’s renewable policies adhere to the European renewable energy target, and the government’s National Climate and Energy Plan (NECP) 2021-2030 which was submitted in accordance with EU Directive to the European Commission in 2019.
The Ireland renewable energy policy handbook offers comprehensive information on major policies governing the renewable energy market in the country. The report also discusses renewable energy targets and plans along with the present policy framework, giving a fair idea of the overall growth potential of the renewable energy industry. Moreover, the report provides major technology-specific policies and incentives provided in the country.
What are the market dynamics in the Ireland renewable energy market?
The Department of Communications, Climate Action and Environment (DCCAE) is responsible for enacting a range of energy policies and measures to promote the delivery of a more sustainable energy system for Ireland. The DCCAE introduced Ireland’s Transition to a Low Carbon Energy Future 2015-2030 which was later succeeded by the ‘Program for Government’ in 2020. The ‘Mission: A Green New Deal’ section of the program covers key measures for the development of renewable power in the country and to help achieve the Green House Gas (GHG) reduction target as set under NECP. The Renewable Energy Feed-In Tariff (REFIT) mechanism was introduced for wind and hydropower in 2006, to assist Ireland to meet its obligation to increase the consumption of renewable electricity consumption as per the EU Directive.
What are the major policies and incentives in the Ireland renewable energy market?
The major policies in the renewable energy market in Ireland are National Energy and Climate Plan (NECP), Mission: A Green New Deal, Climate Action Plan 2021, Renewable Energy Support Scheme (RESS), National Recovery and Resilience Plan, Biofuel Obligation, Offshore Renewable Energy Development Plan, and Microgeneration Support Scheme.
National Energy and Climate Plan
EU has committed to a clean energy transition which falls in line with the Paris agreement on climate change and provides clean energy to all. To fulfill this, the EU has set some binding climate and energy targets for 2030. To ensure that these targets are fulfilled, EU legislation requires that each Member State draft a 10- year National Energy and Climate Plan (NECP).
Mission: A Green New Deal
The ‘Mission: A Green New Deal’ section of the ‘Program for Government’ focuses on plans to reduce GHG emissions and develop renewable power in the country. The government aims to reduce GHG emissions from 2021 to 2030 and achieve net carbon neutrality by 2050. ‘Mission: A Green New Deal’ details out objectives and implementation roadmap in broad categories that include climate governance, energy, retrofitting, transition, natural heritage, and biodiversity and water.
Climate Action Plan 2021
The Irish government introduced Climate Action Plan 2021 containing 475 action points towards achieving the country’s goals of reducing GHG emissions, increasing renewable electricity, and achieving net carbon neutrality by 2050. The plan was introduced to provide a roadmap for government organizations and sectors to achieve the ultimate climate goals set under Program for Government and NECP.
Renewable Energy Support Scheme
RESS provides some clarity about the scale of the government’s ambition and the potential future makeup of the Irish renewable industry out to 2030. The RESS was developed to increase energy security and energy sustainability as well as technology diversity by broadening the renewable electricity technology mix.
National Recovery and Resilience Plan
The EU Council approved the Recovery and Resilience Plan for Ireland in 2021. The Recovery and Resilience Facility (RFF) allocated funds to Ireland to support investments from mid-2021 to mid-2026. Ireland has placed focus to utilize these funds to contribute to a sustainable, equitable, green, and digital recovery effort.
Biofuel Obligation
The Irish government has specified a percentage of motor fuels that needs to be produced from renewable sources, e.g., ethanol and biodiesel. Under the Biofuel Obligation scheme, suppliers of mineral oil are obliged to ensure that this percentage is maintained. Certificates are issued for biofuels that have been demonstrated to have complied with the sustainability criteria of the Directive.
