South Sudan’s total gross crude oil and condensate production in 2020 was valued at 151,400 barrels per day (bd), declining with a CAGR of more than -5% during the period 2021-2025. All South Sudan’s resources lay onshore, and it has been stated that the country has the third-largest oil reserves in Sub-Saharan Africa giving it a high potential for development prospects however, civil unrest has thus far prevented the country from doing so. There are a handful of companies involved in South Sudan’s oil and gas industry the largest of which is CNPC with current production as of 2021 of approximately 26,000 bd of crude oil, followed by the national oil company Petroliam Nasional Bhd with the production of 25,000 bd. Other companies involved in the country include ONGC, Nile Petroleum, Sinopec, and MOG Energy.
As more countries sign up to the Paris Agreement and companies seek to reduce carbon emissions, the country may look to develop their significant gas resources (3Tcf proved, EIA 2019). These gas resources have previously been reinjected or flared but are now becoming a more valuable commodity that companies are seeking to utilize. However, the lack of a current gas market and associated infrastructure in the country will create challenges for the development of the country’s currently untapped natural gas resources.

What are the market dynamics in South Sudan’s exploration & production market?
In terms of natural gas production, no gas production is currently commercialized from the fields. Significant investment is required in South Sudan to build out its gas infrastructure to allow its gas resources to be commercialized. The current production and development outlook for South Sudan is looking positive as blocks have come back online after multi-year shutdowns and the participants are now looking to expand production through infill drilling in Block 1 with the aim to increase, and plateau production at approximately 55,000 bd by 2023. Furthermore, Block 5A has recommenced production after being shut down in 2014 as a result of the civil war. Blocks 3 and 7, operated by DAR Petroleum are forecasted to see a plateau in production to 2023 at approximately 100,000 bd of crude oil due to the ongoing drilling and production enhancement campaign at the Poloch, Moleeta, Fal, and Gumry fields.
2020 production was lower than the previous year due to the country joining OPEC+ members in reducing output to stabilize prices as a result of market impacts caused predominantly by COVID-19. In the near term, it is forecast that South Sudan will achieve production of approximately 150,000 barrels of crude oil per day. Currently, South Sudan has no planned or announced field developments however this may change in the coming years as a result of the ongoing licensing round. Moreover, in 2021 the Ministry of Petroleum has launched the country’s first licensing round for five blocks ranging in acreage from 4,000 to 25,000 km2. The Blocks available in the round are Blocks A1 -6, B1 & B2, C1 & C2, D1 & D2, E1 & E2. Interested parties will be able to request information from the Ministry until the 23rd of August.
Oranto Petroleum has plans to acquire 2D seismic data for the South-Eastern section of Block 3 and subsequently plan a drilling campaign along with Nile Petroleum and the Ministry of Petroleum. Exploration in the country does not come without its challenges, however, such as a lack of domestic technical research capabilities, lack of adequate logistics networks, and lack of recent exploration success.
