GlobalData expects the construction industry in Ukraine to grow in real terms by 13.2% in 2026, supported by the government’s investment in the reconstruction of renewable energy and transport infrastructure projects, which was damaged in the Russia-Ukraine war, coupled with an increase in international financial assistance. In March 2026, the European Union (EU) unveiled a new UAH77.9 trillion ($1.7 billion) package under the Ukraine Investment Framework (UIF), aimed at unlocking UAH176.5 trillion ($3.9 billion) in total investments for national reconstruction and modernization. This funding targets eight critical programs, including the construction of shelters, along with transport and energy infrastructure restoration. By leveraging partnerships with international financial institutions, the UIF allocated roughly 90% of its capacity as of March 2026, aiming to mobilize a total of UAH1.3 quadrillion ($29.2 billion) to bolster Ukraine’s energy, agricultural, and industrial sectors by 2027.
Over the remainder of the forecast period, GlobalData expects the construction industry in Ukraine to expand by an average rate of 11% during 2027-30, supported by sustained international financial assistance, government investments in critical infrastructure, and ongoing efforts to modernize public services and enhance regional connectivity. In July 2025, the European Commission signed a UAH109.9 billion ($2.5 billion) agreement with international financial institutions under the Ukraine Investment Framework. This includes UAH86 billion ($1.9 billion) in loan guarantees and UAH27.7 billion ($618.1 million) in grants. Key allocations are UAH23.9 billion ($533.3 million) for small businesses; UAH28.7 billion ($640.4 million) for large private sector projects in energy and transport; UAH24.8 billion ($553.4 million) for municipal infrastructure; UAH12.7 billion ($283.3 million) to stabilize the energy grid; and UAH14.8 billion ($330.3 million) for critical infrastructure repairs.
