Ukraine is one of the largest Eastern European markets to emerge after the break-up of the former Soviet Union in the early 1990s, and has a population of just over 44 million, although this is gradually declining due to emigration, political disruption, and hostilities in the eastern region. – Ukraine is the second-largest cigarette market in the former Soviet Union, after the Russian Federation, with duty-paid volume in 2015 up by 1.3%, bringing an end to a period of six years of consecutive declines.
– Including non-duty paid (smuggled and counterfeit) trade, in addition to duty paid sales, total consumption is estimated to have fallen by 2.6% in 2013 and by a further 10.3% in 2014.
– The Industry figures indicate that the level of illicit trade (smuggled and counterfeit), had risen from 5.2% in the first quarter of 2012 to 8% in the first quarter of 2013 and reached a peak of 9.2% in the second and third quarters of 2013, but had dropped back to 7.4% by the final quarter of the year, highlighting seasonal fluctuations.
