The construction industry in Croatia is expected to grow in real terms by 2.5% in 2026, supported by the government’s investments in renewable energy and transport infrastructure projects. According to the Croatian Bureau of Statistics (CBS), the construction industry’s value-add rose by 7.3% year on year (YoY) in 2025, preceded by an annual growth of 15.1% in 2024. Furthermore, in April 2026, the European Commission (EC) approved a EUR411 million ($476 million) capital investment into Hrvatska banka za obnovu i razvitak (HOBR) funds. It will be used to support Small and Medium-Sized Enterprises (SMEs), renewable projects, and infrastructure projects. This measure is aimed to improving access to finance, particularly for business investment activities. Additionally, in February 2026, Croatia and Slovenia announced a joint venture infrastructure investment plan valued at EUR20 billion ($23.2 billion), focusing on cross-road transport and energy network. In addition, Croatia separately issued a 10-year euro bond valued at EUR2 billion ($2.3 billion) in February 2026. This fund is expected to support public investment, including construction-related projects. Over the remainder of the forecast period, the construction industry in Croatia is expected to register an annual average growth of 2.2% in real terms from 2027 to 2030, supported by infrastructure projects and energy projects. To support the railway development in the country, the government in December 2025 announced its plan to invest EUR684 million ($792.4 million). These funds will be used for the upgrade of the railway infrastructure in the country from 2026 to 2027 and will involve the renewal of 439km and the modernization of 222km of railway lines. Additionally, in February 2026, the government-owned rail operator, HZ Infrastruktura announced a railway infrastructure project with an estimated value of EUR3 billion ($3.5 billion). The project aims to improve connectivity between Zagreb and the Rijeka airport.
