Morocco committed to increase the share of renewables in total power capacity of more than 50% by 2030. As a party to the Paris Agreement, the country submitted its updated Nationally Determined Contribution (NDC) in June 2021. Under the updated NDC, the country plans to reduce greenhouse Gas (GHG) emissions by 2030 as compared to Business-as-Usual (BAU) scenario.

What are the market dynamics in the Morocco renewable energy market?
The country adopted a new energy strategy in 2009, to streamline energy generation and supply while addressing environmental concerns. This strategy included the promotion of renewable energy and energy efficiency measures. Morocco’s electricity market is controlled by the state-owned Office National de l’Electricité et de l’Eau Potable (ONEE), which the government reorganized in 1995 to regain profitability. Apart from this, other major stakeholders in the market include Moroccan Energy Authority (ANRE), Ministry of Energy, Mines and Sustainable Development (MEM), and Moroccan Agency for Energy Efficiency.
Morocco is aiming to push ahead with a tender for a 100 MW green hydrogen electrolyser project in 2022. The country has already secured financing for the same and the plant is expected to be operational by 2025. In 2020, Morocco executed an agreement with Germany for the development of the green hydrogen production sector. The Hydrogen National Commission was created in July 2020 to strengthen the development of renewable energy in Morocco. In June 2021, the International Renewable Energy Agency (IRENA) and the Ministry of Energy, Mines and Sustainable Development entered a strategic arrangement to actively pursue green hydrogen studies and jointly explore policy instruments to engage the private sector at a national level in the green hydrogen area.

Renewable Energy Developmental Law in Morocco
This law was introduced in 2010 to fill the legal gaps in the area of renewable energy, encourage investment, and address several challenges. This legislation will strengthen the position of Morocco as a destination in terms of renewable energy investment.
This law has the following fixed objectives – promoting the production of energy from renewable sources, and its marketing and export by public or private entities, securing renewable energy production facilities to a regime of authorization or declaration, ensuring the right of an operator to produce electricity from renewable energy sources on behalf of a consumer or consumer group.
Net Metering Legislation (Law n°58-15) in Morocco
The government of Morocco adopted the Net-Metering Law in the end of 2015. The new Law complements the existing Renewable Energy Development Law by introducing a net-metering scheme for wind and solar PV plants connected to the high-voltage grid and later, those connected at the middle and low-voltage level as well.
National Energy Strategy in Morocco
The Morocco government implemented the national energy strategy in 2009 and is aimed towards the following – increasing the share of renewables in total power capacity to 52% by 2030, reducing energy consumption in buildings, industry, and transport by 2030, installing an additional capacity of 3,900 mw of combined-cycle technology running on imported natural gas by 2030.
Law of Self-Generation in Morocco
Law 16-08 on self-generation was voted in 2008 which authorizes any natural or legal person or entity to produce electricity for his own needs. This act brought self-production subject to authorization and conditions. It helped to raise the ceiling for self-generation by industrial sites from 10 MW to 50 MW. The Law was conceived principally to support wind power but applies equally to other technologies.
Green Bonds in Morocco
In 2016, to reach its renewable energy targets and finance the development of Noor projects, Moroccan Agency for Solar Energy (MASEN) issued the country’s first ever Green Bond. These bonds with total value were issued through private placement following the authorization of the Moroccan Authority of Capital Market (AMMC) to the following investors- Al Barid Bank, Attijariwafa Bank, La Caisse Marocaine des Retraites, and La Société Centrale de Réassurance.
