Scope

– The NBS (the country’s central bank) has taken a number of steps to promote payment card acceptance in Serbia. In May 2017 it published a draft law on capping interchange fees for debit and credit cards. The law is currently under consideration, and is scheduled for implementation in two phases. During the first phase interchange fees would be capped at 0.5% and 0.6% for debit and credit cards respectively. During the second phase, debit and credit card interchange fees would be capped at 0.2% and 0.3% respectively. Meanwhile, in September 2017 the government introduced a cashback service. This enables card holders to withdraw cash from merchant point of sale (POS) terminals when making a purchase from retailers.

– Contactless payments are gaining traction in Serbia. All major banks now offer contactless cards in the country, while Visa and Mastercard have launched their respective contactless technologies, payWave and PayPass. According to a Mastercard survey, the number of users of contactless payments in Serbia almost tripled in a year, growing from 12% of overall respondents in 2016 to 35% in 2017. The survey also revealed that 42% of respondents who use payment cards at least once a week have a contactless card. To capitalize on growing adoption of contactless technology, banks are offering mobile payments based on NFC. Banca Intesa introduced its Wave2Pay mobile wallet in October 2016, enabling users to make contactless in-store payments.

– To remain on a par with its European peers, and to promote electronic payments in the country, Serbia is adopting instant payments. In June 2017 the NBS announced plans to introduce an instant payment system in the country by the second half of 2018, enabling consumers and businesses to make real-time payments via e-banking and m-banking platforms. The country’s banks will be obligated to participate in the system. The NBS also plans to enable the payment of utility bills through this system.
