Following a decline of 1.5% YoY in 2025, the Swedish construction industry is expected to recover and register an annual real terms growth of 3.4% in 2026, supported by increase in investments in transport infrastructure, growth in construction production, and the government’s allocation under the latest 2026 Budget.In September 2025, the Swedish government announced its Budget for 2026. The budget is set at SEK1.5 trillion ($146.1 billion) as expenditure, marking an increase of 8.1% compared to the 2025 Budget, with revenue set at SEK1.4 trillion ($130.2 billion).
Over the remainder of the forecast period, the construction industry is expected to record an average annual rate of 3.7% from 2027 to 2030, driven by investments in electricity transmission and renewable energy projects. The government aims to produce 65% of its electricity from renewable sources by 2030 and achieve 100% fossil-free electricity production by 2040. In line with this, in June 2026, Vattenfall, a Swedish power company, announced an investment program for the development of Swedish hydropower, with plans to invest SEK2 billion ($211.2 million) annually in maintenance and replacement works, or SEK10 billion ($1.1 billion) in total by 2030, alongside a further SEK2 billion ($11.2 million) for ongoing construction projects. The investment program covers both the modernization of existing hydropower projects and new construction at four sites to strengthen Sweden’s supply of flexible, fossil-free electricity. In terms of infrastructure developments, in April 2026, the government approved 12 major infrastructure projects with a combined value of SEK50 billion ($5.3 billion). This decision allows the Swedish Transport Administration (Trafikverket) to start procuring construction contractors, with work scheduled to begin between 2026 and 2028. These large-scale developments each cost more than SEK150 million ($15.8 million) and form a key part of Sweden’s long-term national transport plan for 2026–2037.
