Results of Intensifying Conflicts in Ukraine
Since Russia launched a full-scale military invasion of Ukraine on February 24, 2022, data from the United Nations High Commissioner for Refugees (UNHCR), the United Nations refugee agency, indicates that more than 10.6 million people fled Ukraine, between February to August, 2022. The UN also estimates that at least 15.7 million people inside the country need humanitarian assistance.
Intensifying conflict in Ukraine resulted in civilian deaths and damage to private infrastructure, forcing people to flee for safety, protection, and aid.
Thousands of Ukrainian refugees crossed borders into neighboring countries. Multiple organizations are implementing regional refugee assistance programs to support the efforts of host countries, given the urgency and scale of humanitarian needs.
The Regional Refugee Response Plan aims at bringing together UN agencies, non-governmental organizations (NGOs), and other partners to help host governments ensure that refugees fleeing Ukraine and third-country citizens have safe access to territory in accordance with international standards.

The UNHCR estimates that the number of Ukrainian refugees is almost the same as that of Afghan refugees who fled the country before the (first) Taliban rule in 2001. The refugees account for 9.1% of Ukraine's pre-invasion population of 41.1 million. In terms of the population proportion, the current crisis is ranked 16th among the 28 major refugee crises.
