Prior to this, he served as the Senior Pavement Research Engineer at Institut Kerjaraya Malaysia (IKRAM) in 1988; and Road Design Engineer, Project Engineer and Senior Research Engineer of Public Works Department of Kelantan. Mr. Pen serves as the President of the KL-Selangor Hopo Association, and Federal Hopo Association of Malaysia. He also serves as a Deputy President of the KL-Selangor Chinese Assembly Hall and Chairman of the Malaysia Hopo Cultural Foundation.
