Mr. Wang YouDe has been the Chairman of HRC since 2016. He also serves as the Chairman of the Board and General Manager of Shandong Hengyuan Petrochemical Company Limited; and Executive President of the China Chamber of Commerce for the Petroleum Industry. Mr. YouDe served as Vice President of the China Chamber of Commerce for the Petroleum Industry from 2007 to 2017; Deputy Mayor, of Linyi County from 2001 to 2013; and Representative of the 12th National People’s Congress of the People’s Republic of China.

Mr. Yin, Lujiang has been the Chief Executive Officer of the company since October 2023. Prior to this, he served at ChemChina Oil & Gas Corporation and China Sinochem Holding Group Oil & Gas Corporation.

Mr. Elwin Tan Chun Siang has been the Chief Financial Officer of the company since 2021. Prior to this, he served as the Chief Financial Officer at Flightparts (Xiamen) Component Services Co., Ltd. Previously, Mr. Siang was General Manager at AAR Landing Gear Services Sdn Bhd and later joined AAR CORP as its Financial Controller.

Mr. Li Bin has been the Chief Commercial Officer of the company since March 2023. Prior to this, he was a consultant on overseas investment and oil project. Mr. Bin also served as the Executive Director of J.P. Morgan. He has experience of more than 30 years in various fields across shipping, trading, oil terminals & logistics, investment banking and overseas oil investment industries.

Mr. Zulhazmi bin Mohamad has been Chief Government Relations Officer of the company since March 2019. Prior to this, he served as the Chief Projects Officer of HRC, Engineering Senior Manager from 2011 to 2018. Mr. Mohamad holds over 24 years of experience in projects, engineering, and maintenance.
